March 19, 2003- America's quiet warriors are the legion of ham radio operators, 700,000 of them, who are always at ready for backup duty in emergencies--amateur, unpaid, uncelebrated, civilian radio operators, during and after floods and fires and tornadoes. After the 9/11 attacks, hams were indispensable in reuniting friends and families. Most recently it was they who expedited the search for debris after the disaster to the space shuttle Columbia, and right now, at this moment, they are involved in homeland security to a greater degree than you would want me to make public.

I'm proud to announce two new appointments to the NE WI District Leadership.

Pete Johnson, AB9PJ will be coming back aboard as the First Assistant ADEC.

Also, Bill Becks, WA8WG, will serve as the Second Assistant ADEC. Bill will continue to serve as the ADEC- Technical Operations & Support (East), but in the event Pete or myself are unavailable, he will be there to keep the show running.

Thanks to both Pete and Bill for they're continued dedication to WI ARES/RACES.

Recently Gary Payne (N9VE) stepped down as WI ARES/RACES SEC due to health reasons. Until a replacement can be found Don Michalski (Section Manager), W9IXG will be filling that role. We thank Gary for his time and commitment to WI ARES/RACES.

Where the spirit of “Amateur Radio Past” joins forces with the Next Generation of Innovations, Interests and Individuals!!!

ARRL Field Day is the most popular on-the-air operating event in amateur radio. On the fourth full weekend in June, tens of thousands of amateur radio operators gather for a public demonstration of our service. Field Day is part educational event, part operating event, part public relations event – and ALL about FUN!

Amateur radio is about knowledge and growth.  It is a hobby and service that truly offers “something for everyone.” Amateur Radio embraces both the old and new.  While CW may no longer be a testing element, it is still a strong and favorite operating mode for many.  Tens of thousands of operators are embracing digital technologies, from RTTY to newer digital modes like PSK31 and Olivia.  Phone operation, probably the largest segment of the hobby, also has new frontiers to be explored with digitized voice, VOIP, and IRLP. And this is why Field Day – the largest annual on-the-air operating event – is so exciting.  It gives all – the old timer and the newcomer, the brass-pounder and the computer assisted operator – the chance to share and teach the broad range of modes and technologies we find in our hobby.

Field Day is truly the time in which we bring amateur radio to Main Street USA. By setting up in parking lots, malls, Emergency Operations Centers, parks and even at home, amateur operators learn skills that will allow them to better serve their communities.  Setting up in these public venues gives added public relations value – their friends and neighbors can see and experience the fun and public service capability that their “ham radio” neighbors bring to the community.

A Pandemic Is Declared

On June 11, 2009, the World Health Organizatio (WHO) raised the worldwide pandemic alert level to Phase 6 in response to the ongoing global spread of the novel influenza A (H1N1) virus. A Phase 6 designation indicates that a global pandemic is underway.

More than 70 countries are now reporting cases of human infection with novel H1N1 flu. This number has been increasing over the past few weeks, but many of the cases reportedly had links to travel or were localized outbreaks without community spread. The WHO designation of a pandemic alert Phase 6 reflects the fact that there are now ongoing community level outbreaks in multiple parts of world.

WHO's decision to raise the pandemic alert level to Phase 6 is a reflection of the spread of the virus, not the severity of illness caused by the virus. It's uncertain at this time how serious or severe this novel H1N1 pandemic will be in terms of how many people infected will develop serious complications or die from novel H1N1 infection. Experience with this virus so far is limited and influenza is unpredictable. However, because novel H1N1 is a new virus, many people may have little or no immunity against it, and illness may be more severe and widespread as a result. In addition, currently there is no vaccine to protect against novel H1N1 virus.

In the United States, most people who have become ill with the newly declared pandemic virus have recovered without requiring medical treatment, however, CDC anticipates that there will be more cases, more hospitalizations and more deaths associated with this pandemic in the coming days and weeks. In addition, this virus could cause significant illness with associated hospitalizations and deaths in the fall and winter during the U.S. influenza season.

WI ARES/RACES Members have certain FEMA training requirements to meet, below is a list of those training requirements.

General ARES/RACES Members must take FEMA Courses ICS-100 "Introduction of the Incident Command System" and IS-700 "NIMS - An Introduction" within 6 months of becoming a members. ARES/RACES Leadership require the above courses in addition to IS-200 "ICS for Single Resources and Initial Action Incidents" and IS-800B "National Incident Management System (NIMS), An Introduction."

Additional FEMA training courses are not currently required, however you are encouraged to explore any other courses that may interest you. When you complete a FEMA training course, please get a copy of the completion certificate to your counties Emergency Coordinator so that the ARES/RACES personel files can be properly updated.

Because of extremely poor band conditions on 75 meters at its present time the WI ARES/RACES Net will move to Sundays at 8:00 a.m. beginning on Sunday, December 7. As far as we know the frequency will stay the same at 3977.5. Please communicate with your members. We will also announce it during the nets (if anyone can hear us)! To summarize, starting Sunday, December 7, the WI ARES/RACES Net will be held at 8:00 a.m. on 3977.5. See you on the Net.
